Passed 'utf8' directly to `fs.readFileSync` calls instead of creating raw Buffers and then calling `.toString()`. This avoids an unnecessary intermediate memory allocation. Co-authored-by: vishnu-madhavan-git <237662584+vishnu-madhavan-git@users.noreply.github.com>

💡 What: Refactored
readFileSync(path).toString()toreadFileSync(path, 'utf8')in several internal CLI and configuration tools (@expo/cli,@expo/config-plugins,expo-brownfield,pod-install).🎯 Why: When no encoding is passed, Node.js returns a raw
Buffer. Calling.toString()on it subsequently requires a second allocation to create the string, leaving the buffer to be garbage collected. Providing the encoding directly instructs the C++ layer to decode and return a string directly, saving an allocation step and improving throughput on file-heavy paths (like parsing templates or gitignores).📊 Impact: Micro-optimization. Reduces transient memory allocations during build and CLI execution steps. Functionality remains identically verified as
utf8is the default output of.toString().🔬 Measurement: Verified with local testing across affected packages (
yarn --cwd packages/[package] lintandyarn --cwd packages/[package] test). All tests pass with no regressions.PR created automatically by Jules for task 13634680265143971799 started by @vishnu-madhavan-git
